Jakub Piasecki 3824714728 test(flow): pin the vega rejection of the swipe directive ...

The touch-directive guard in runDirective lists swipe, but the swipe
suite never exercised it — unlike rotate and pinch, which each assert
the rejection against an amazon- device id. Dropping swipe from the
guard now fails a test instead of surfacing as a low-level gesture
dispatch error on device.
