style: cut the repeat stack's comment prose back to the load-bearing whys
...
Trims the multi-paragraph comment blocks across the repeat directive work.
Cuts hand-maintained call-site inventories (blockSteps' "read at nine sites",
isStructuralBlockMarker's "five sites"), rejected-alternative debates
(MAX_REPEAT_ITERATIONS' three paragraphs on why the product is not capped), and
worked examples of step numbering that the tests already pin. Keeps the
non-obvious whys: the drain's probe-not-wait grace and why settling belongs to
the body, why the cancellation line is a skip and not structural, why the
device-free branch does not stamp structural, the CLI marker blank's forward
lean.
Comments only - no behaviour change.

docs(flow): give blockSteps back its site count and the two-executor note
...
The rebase onto main took main's condensed docstring wholesale, dropping
two things review had already accepted: the explicit "read at nine
sites" count, and the parenthetical naming execWhenStep and
execRepeatStep as the two executors that reach reportBlockSkipped by
passing step.steps directly. The enumeration stays main's shorter
phrasing; the ordinals are back so the count stays checkable.
