Ihor Orlovskyi 3706b08b3d typescript 1.2.0: native compiler detection, hardening flags, and TypeScript 7 dual-install guidance (#13 )

- inspect_typescript.py: detect side-by-side native compiler (TypeScript 7) and
  report each typecheck* script's target tsconfig; hardening flags now include
  noImplicitOverride, noFallthroughCasesInSwitch, noUnusedLocals, noUnusedParameters;
  explicit "coverage complete" result instead of staying silent
- typescript-7-migration.md: document real-package dual-install layout keeping
  typescript on genuine 6.x for vue-tsc/Volar; add CI multi-path guidance to
  gate every compiler path
- test_helpers.py: 3 new regression tests (10 total, all passing)
- SKILL.md: clarify worktree absolute paths, document audit per typecheck* script
- .gitignore: remove unused upstream/ entry
