Ihor Orlovskyi 408bd3b6e4 Add branch-finish skill (#56) ...

Add the branch-finish skill 1.0.0, an integration and completion layer that
decides what happens to verified work and executes that decision safely, with
read-only environment detection, six-level base-branch resolution by evidence
precedence, four environment-filtered finish options, merge-conflict
classification, idempotent resumption, separate gates for workspace removal and
branch deletion, a seven-label outcome vocabulary, and a read-only state
inspector with its test.

Bump debugging to 1.0.5 so its routing table points at review-request and
branch-finish instead of the upstream requesting-code-review and
finishing-a-development-branch names.

Register the skill in a new Completion group in skills.sh.json and the mirrored
marketplace catalog, and record the release in README.md and the
repository-level CHANGELOG.md.
