Stefan Broenner 9a7b9d40fc chore: Misc fixes and ComInterop improvements (#331 )

* Disable integration tests and Azure runner workflows

- Rename integration-tests.yml to .disabled (Azure runner undeployed)
- Rename deploy-azure-runner.yml to .disabled (infrastructure removed)
- Update AZURE_SELFHOSTED_RUNNER_SETUP.md with disabled status notice
- Update development-workflow.instructions.md to reflect disabled workflows

* chore: Update MCP server.json schema to 2025-12-11

* refactor(ComInterop): reduce duplication and extract constants

- Reduce Polly pipeline duplication with PipelineConfig record and factory method
- Extract magic numbers to ComInteropConstants.cs (timeouts, sleep intervals, file formats)
- Add OleMessageFilter registration guard with IsRegistered property
- Make HResult constants public for external reference

No functional changes - all existing tests pass.
