Stefan Broenner 6dc30ebe1e docs: Document unresolved 0x800A03EC Power Query update error (#324 )

- Document Scenario 15 in COM-API-BEHAVIOR-FINDINGS.md
- Remove ineffective Polly retry code (retry doesn't help with this error)

Attempted solutions that did NOT work:
- Save-and-retry: Saving workbook programmatically
- Polly retry with backoff: Error is not transient
- File location: Copying from OneDrive to local drive

Root cause unknown. Workaround: manually save and reopen in Excel UI.
