* fix: correct YAML syntax for release notes markdown - Replace PowerShell here-string with string concatenation - Use single-quoted strings for markdown code block fences - Fixes workflow failure from invalid YAML parsing * docs: add Rule 23 - never dismiss IDE/linter warnings as false positives Added after incorrectly dismissing VS Code YAML errors that led to a broken GitHub Actions workflow. Rule now requires: - Trust tooling warnings by default - Verify with testing or documentation before dismissing - Use simpler approaches when uncertain * fix: move MCP Registry publishing to end of workflow
