ruv bd5e22441c docs(ruflo-explained): add federation section — open swarm at x.ruv.io, claims, Seraphina, join flow ...

New section 14 (closing section renumbered to 15): what federation is, the
private mesh vs the open x.ruv.io swarm, the one-command invite join with your
own key, claims as collision avoidance, Seraphina as coordinator, the security
posture in plain language, and an acceptance test. Footer pin notes 3.40.0 /
3.41.0 for the federation features.
