Closes #1775. Implements ADR-101. Three additive components gated behind a feature flag for the v3.8 alpha cycle. No breaking changes to single-node deployments. - Phase 1 (1f826fb9b): Hybrid Logical Clock — Kulkarni 2014, 30s default skew tolerance, optional 4th constructor arg on WorkStealingService; 16 new tests - Phase 2 (edc39f7da): Vector clocks + federation bridge + federated event store + federated claim repository. Single-seam principle: federation-bridge.ts is the only file in @claude-flow/claims that knows the federation envelope wire format. ConcurrentWriteError → resolved via existing contest mechanism. PII rollback on publish failure. 26 new tests. - Phase 3 (cc6af4b77): claim-event + agent-handoff message types. agent-handoff added to CONSENSUS_REQUIRED_TYPES (cross-trust attestation); claim-event NOT in it (steady-state gossip would deadlock under quorum). 7 new envelope tests. Aggregate validation: - @claude-flow/claims: 203/203 tests pass - @claude-flow/plugin-agent-federation: 373/373 tests pass - Both packages typecheck + build clean - 30/31 CI checks green; the 1 red check (Test V3 Packages) is a pre-existing native-binary infrastructure issue (sharp + onnxruntime) affecting packages this PR does not touch — same failure on main commits0a0a246aandc8827c61before this PR was opened.
