fix: README gap analysis — update stale tags, fix broken links, add missing WASM deps
- Replace 184 ruflo@v3alpha references with ruflo@latest (alpha is over)
- Fix broken ADR docs link (./v3/docs/adr/ → ./v3/implementation/adrs/)
- Fix inconsistent MCP tool count (31+ → 259 to match other claims)
- Fix understated ADR count (10 → 70+)
- Update Doctor version string from v3.0.0-alpha to v3.5
- Add @ruvector/rvagent-wasm and @ruvector/ruvllm-wasm to optionalDependencies
- Create ADR-070 documenting rvagent-wasm integration completion
- Update ADR-059 status: Accepted → Implemented
- Update ADR-064 status: In Progress → Implemented
