Gateek Chandak 1725ac3977 docs(media): use per-file dashboard deep links, not just the media tab (#23 )

The CLI now prints a per-file dashboard URL of the form
\`?mode=media&media=<media-id>\` alongside each upload, so external
messages can link the recipient directly to the specific screenshot or
recording instead of the whole media tab.

- Reflect the new two-line-per-file CLI output (embed + deep link).
- Tell agents to prefer the per-file deep link for chat replies and
  external messages alike; the bare media tab URL is only for the rare
  case of pointing at the collection rather than a specific item.

Pairs with replicas-group/replicas#1014.
