replicas-connector[bot] b9d0af4351 docs(replicas): add REPLICAS.md skill reference for in-workspace CLI ...

Teaches background agents how to drive the replicas CLI from inside a
workspace — managing automations, environments (vars/files), repos, and
replicas.json — so they can act on requests like "make me an automation"
or "add this API key to my staging env" without round-tripping the user.
