Peter Pistorius 789e403c74 feat: support reusable workflow inputs/outputs passing (#173 )

Wire `with:` inputs from caller workflows to called workflows via
`inputs.*` context, resolve `on.workflow_call.inputs` defaults, and
propagate `on.workflow_call.outputs` back so downstream jobs can
access `needs.<callerJobId>.outputs.*`. Also fixes intra-workflow
`needs.*` resolution for composite job IDs.

Adds smoke test, unit tests, /validate command, and CLAUDE.md agent rules.

Testing

Before completing any work, you MUST run and pass:

Unit tests: npx vitest run
E2E test: npx agent-ci run --workflow .github/workflows/e2e.yml --quiet

If either fails, fix the issue and re-run. Do not tell the user work is done until both pass.

CI

Always use --quiet (-q) when running agent-ci.
Run /validate to check all workflows: npx agent-ci run --all -q -p

Code

This is a Node.js ESM project (.mjs files). Use import, not require.
Package manager is pnpm (pinned via packageManager in package.json).
Docker operations go through src/docker.mjs. Cloud operations through src/cloud.mjs.
The user authenticates via OAuth (gh auth login), never API keys.
