Peter Pistorius 9d1c0f4031 fix: format markdown files and auto-format after changeset version (#221 )

The release workflow failed because changeset-generated CHANGELOGs weren't
formatted. Fix the existing files and run oxfmt after `changeset version`
so future Version Packages PRs include formatted markdown.
