Peter Pistorius cf31ce145a feat: support nested reusable workflows up to 4 levels deep (#172 )

Replace the nesting guard in expandReusableJobs with recursive expansion,
cycle detection, and a depth limit of 4 matching GitHub Actions' max.

Closes #167
