The ts-runner package had a "test": "vitest run" script but no test
files. Vitest exits with code 1 when it finds nothing to run, which
has been failing the Release workflow since the package was added,
preventing changesets/action from creating release PRs.

Introduces the packages/ts-runner package skeleton with build config,
planning docs (PLAN.md, SPEC.md), and a research document exploring
RivetKit Agent OS integration. No runtime code yet — this sets up the
foundation for subsequent PRs.

execa was in devDependencies but imported in production code,
causing ERR_MODULE_NOT_FOUND when running via npx. Replaced with
Node's built-in child_process.exec and removed execa entirely.
- Skip 'Complete job' in main loop; add it last with correct number
- Show 'Post Setup' and 'Complete job' only after job finishes
- Display runner name (containerName) in boot spinner and tree
- Remove elapsed timer from workflow root label
- Use renderTree() for boot spinner to prevent layout shift

Minimal vitest test that reads a fixture file and asserts its value,
designed to validate the pause-on-failure retry mechanism end-to-end.

Each repository now maintains its own isolated run history under
<repo>/.machinen/runs/ instead of the shared global working directory.
run-store.ts:
- getRunsForCommit(): scans <repo>/.machinen/runs/ for machinen-* dirs;
reads metadata from runs/<name>/logs/metadata.json
- getRecentRuns(): iterates each registered repo's own .machinen/runs/
instead of the shared logsDir
- getRunDetail() / getRunStats() / getStatsHistory(): resolve runDir via
resolveRunDir() which checks each repo's .machinen/runs/
- resolveRunDir(): new helper to locate a runId across all known repos
- getRunsDirForRepo(): returns <repo>/.machinen/runs/
runner.ts:
- Uses runDir (co-located runs/<name>/) for work/, shims/, diag/
- Docker network renamed from oa-net-* to machinen-net-*
- Runner container named machinen-<n> instead of oa-runner-<n>
local-job.ts:
- Cleanup now removes the entire runDir on success (single rm)
- On failure, retains runDir so work/, shims/, diag/, logs/ are all
available for inspection
