Inline called workflow jobs into the caller's dependency graph so that
`jobs.<id>.uses` with local refs works end-to-end. Includes dependency

The outer overflow-hidden on these components creates a scroll container
that intercepts touch gestures in mobile WebViews, preventing the inner
overflow-x-auto from being scrollable. overflow-clip provides the same
