Valentin Kirilov 6eca5c36dd chore(ci): retire legacy build/validate steps; fold structure check in ...

ci.yml referenced two scripts that the cleanup just removed:
  - npm run validate:skills (the rules-file validator)
  - npm run build           (the rules compiler)
…plus a guard that re-built AGENTS.md and failed on a dirty diff. All
of that is gone now.

Replaces those steps with a single 'npm run validate' (which the
previous commit wired to cover plugin manifests + skill-structure).
Adds the Go + skill-validator install steps that the structure check
needs.

Drops the dedicated .github/workflows/validate-skill-structure.yml
workflow — it's now a strict subset of ci.yml (same check, narrower
trigger). Keeping just ci.yml avoids running skill-structure twice
on PRs that touch the watched paths.
