Two changes to validation:
1. Hooks validate:skill-structure into the validate alias so a single
'npm run validate' covers both plugin manifests and agentskills.io
spec compliance across all skill directories. The skill-structure
validator already iterates every skill under skills/ via --all;
this just ensures it actually runs in the normal validate flow
rather than needing a separate invocation.
2. Adds --enforce to validate:skill-structure so any agentskills.io
spec error (invalid frontmatter, escaping internal links, broken
external links) fails the validate command — failing pre-commit
and CI. Warnings remain advisory.

Removes the entire legacy compiled-skill infrastructure now that all 34
rules have migrated into eight focused spec-compliant skills:
redis-core redis-vector-search redis-clustering
redis-connections redis-semantic-cache redis-security
redis-query-engine redis-observability
Deletions:
- skills/redis-development/ — SKILL.md, AGENTS.md, README.md,
metadata.json, rules/, assets/, .cursor-plugin/ — gone entirely.
- packages/redis-development-build/src/build.ts, parser.ts,
validate.ts, types.ts, config.ts — the rules-file compiler and
rules-file validator. Only the eval system under src/eval/ remains.
Scripts trimmed:
- Root package.json: drop "build" and "validate:skills". `npm run
validate` is now `npm run validate:plugins`.
- packages/redis-development-build/package.json: drop "build",
"validate", "dev". Bumped to 1.1.0. Description updated to reflect
its new role (eval tooling only).
The package itself stays named redis-development-build for now; rename
deferred to a follow-up to keep this PR focused.
