Sidney Swift 80d9167d4d Move tickets/template, ignore tests/

- Move TICKETS.md into local-only tests/ (now gitignored)
- Move template.md -> docs/TEMPLATE.md (keeps it tracked under docs)
- Clear SCRATCHPAD.md
- Add tests/ to .gitignore alongside e2e-review/
