Claude 4290d6bc6b feat(examples): canonical examples catalog seeded with 7 exemplars (checkpoint 3) ...

Port the examples-catalog engine (lint gate adapted from eslint to oxlint with
--deny-warnings). Seeded from real 10x-cli code: security-contract unit test
(config 0o600/atomic), command-level test, e2e-on-binary with support helpers,
concurrency test, lib module shape, allowlisted API seam, CLI command shape.
All 7 verified: paths resolve, 12 files pass oxlint. --check gates drift.
