Claude 52c00389a6 feat(skills): track shared agent skills under .claude/skills (checkpoint 4b)

.gitignore: keep ignoring local Claude artifacts (.claude/*) but track the shared
dev-agent skills (!.claude/skills/) — context-map and loop-engineering installed
by the bootstrap. Deliberate, visible exception to the "ignore Claude artifacts"
rule; product-facing CLI skills in skills/ are untouched.
