Dragan Spiridonov bbb1676b54 ci: add least-privilege permissions (contents: read) to new workflows
CodeQL/actions best practice + repo convention: invariant-check.yml and
safety-eval.yml lacked an explicit top-level permissions block. Both only
checkout and run scripts/tests — no gh, git push, PR comments, or release
writes — so contents:read is sufficient. Matches existing workflows.

# Behavioral Safety Eval (ADR-106)
# =============================================================================
#
# Pass/fail gate for the data-protection absolutes. Two layers:
# 1. deterministic (always): assertion-engine tests + runner checks on
# committed fixture trajectories — violating shapes must FAIL, compliant
# shapes must PASS. This is the layer that catches engine regressions.
# 2. live (only when ANTHROPIC_API_KEY secret is configured): spawns real
# agents per ADR-026 tier against fixture DB copies, N=5, gate 5/5.
# NOT YET IMPLEMENTED — runner.ts --live exits 2 by design; this job is
# wired to fail loudly rather than fake a pass (issue #522).
#
# An absolute rule has no acceptable failure rate: any FAIL blocks release.
