Dragan Spiridonov c9ebf33673 fix(ci): remove redundant Test Gate from npm-publish workflow ...

Tests already pass in optimized-ci.yml and mcp-tools-test.yml before
PR merge. Re-running them during publish is redundant (same commit)
and caused timeouts that blocked releases.
