Enable cloud sync to Google Cloud PostgreSQL (IAP tunnel) for continuous data backup. Fix tunnel manager to detect and reuse existing external tunnels instead of failing on port conflicts. - Set AQE_CLOUD_SYNC_ENABLED=true in MCP config - Enable sync in cloud-db-config.json - Add external tunnel detection in IAPTunnelManager.start() - Add gcloud CLI permission to local settings Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
