Dragan Spiridonov 86b44bee15 feat(agents): evidence_discipline block in all standard qe agents per ADR-105 (issue #522) ...

Inserts the ADR-105 evidence-class labeling rule as a tagged
<evidence_discipline> section in all 51 standard qe-*.md definitions,
identically in .claude/agents/v3 and assets/agents/v3 (the 2 exempt
legacy agents skipped, per manifest). Registers the section as a
required invariant in config/agent-invariants.json (minChars 400) so
ADR-107 machine-checks it from day one.

Verified: verify:invariants 0 violations across 53 shipped agents with
the new requirement active; negative check on a stale tree fails with
required-section-missing; trees diff-identical; mutation tests 9/9.
