Ships qe-browser fleet skill (Vibium engine, ADR-091) — a ~10MB Go binary replacement for 300MB Playwright with typed assertions, batch execution, visual-diff, prompt-injection scanning, and semantic intents. 11 skills migrated to the new engine. Total skills: 84 → 85. Tier 3 verified: 49 → 50. Manifest: 1.3.0 → 1.4.0. fleetVersion bumped to 3.9.9 in skills-manifest.json. See CHANGELOG.md and docs/releases/v3.9.9.md for details.
