Profa e1477e3027 feat(scripts): add eval-driven development workflow 
Enables the eval-driven development loop (baseline → write skill → compare)
with two subcommands: `init` bootstraps eval YAML from SKILL.md content,
`compare` diffs two eval run JSON files showing improvements/regressions.
