* Add Codex plugin marketplace manifest

Closes #1 (Codex portion). Adds the Codex plugin manifest and repo
marketplace so the skills install via Codex, alongside the existing
npx skills flow.

- .codex-plugin/plugin.json: Codex plugin manifest (skills: ./skills/)
- .agents/plugins/marketplace.json: repo marketplace catalog
- README: "As a Codex plugin" install steps

Built to the Codex plugin docs
(https://developers.openai.com/codex/plugins/build) but NOT run-tested
— no Codex runtime was available. Two spots worth a maintainer check:
the local source "path": "." for a repo-as-plugin, and the
policy.installation value.
