leaysgur e81b2ff6c5 fix(oxlint,oxfmt): report error for invalid glob patterns (#24744) ...

Fixes #24612

- Update `fast-glob` to `1.1.0` which exposes `validate()` api
- Use it in `oxc_config`, apps will be validated through `deserialize`
- Oxfmt supports globs for CLI paths, also validated
