Sysix 2a68cc458b refactor(oxlint/lsp): remove Option for code actions map (#26335) ...

The `Option<>` wrap for `Vec<LinterCodeAction>` is not needed, after each lint-run we save an entry (even if empty) to the map.
There is no different code branch for `None` as a value.
