Boshen c108d5c45e fix(linter): improve React Compiler diagnostics (#25742 )

Improve React Compiler diagnostics with actionable help and cause-oriented labels. Preserve-memoization and recursive-initialization diagnostics previously spanned entire callbacks; they now keep codeframes compact while refs and `try`/`finally` show related locations.

Validated with React Compiler and React linter suites, Clippy, `just ready`, and the 24-rule VS Code ecosystem audit.
