leaysgur fd02a8956e feat(oxfmt): dispatch yaml-in-css(frontmatter) to oxc_formatter_yaml (#25336) 
Using the `Dispatcher` set up so far, detect the YAML front matter and process it using `oxc_formatter_yaml`.
