Apply the same optimization as #19978 to comments - hold a pool of `Comment` objects, and re-use those objects rather than creating new objects each time.
Same as with `Token`s, `loc` property is a getter which calculates `loc` lazily, and caches it in a private property.
Pure refactor. `tokens.ts` was getting too large. Split it into 2 files:
* `tokens.ts`: Tokens lifecycle methods - initialization, deserialization, and reset.
* `tokens_methods.ts`: Public methods on `SourceCode` e.g. `sourceCode.getFirstToken`.
Part of #18610.
Our intent is to move `definePlugin`, `defineRule`, and `eslintCompatPlugin` to a separate package `@oxlint/plugins` (plural to avoid confusion with naming convention for plugins `oxlint-plugin-xxx`).
So rename the current entry point which exports these functions from `oxlint/plugin` to `oxlint/plugins` (plural).
