irl-dan 677b1654b5 feat: update CLI commands, add environment to contract surface

- SKILL.md: route lint, preflight, inspect, status as sugar for std programs
- prose.md: add environment: as sixth contract section with VM verification
- forme.md: propagate environment declarations through wiring to manifest
- help.md: update command reference
- Replace prose-compile with prose-lint, add preflight/inspect/status commands
- Remove compile, wire, migrate, eval as top-level commands

Show recent OpenProse runs

Show the status of recent OpenProse runs.

This command is sugar for prose run std/ops/status. It:

Lists recent runs from .prose/runs/, sorted by recency
Summarizes each run: program name, timestamp, result (success/failure/interrupted)
Highlights any interrupted or failed runs that may need attention

For each run, displays the run ID, program name, start time, and final status from state.md.
