- SKILL.md: route lint, preflight, inspect, status as sugar for std programs
- prose.md: add environment: as sixth contract section with VM verification
- forme.md: propagate environment declarations through wiring to manifest
- help.md: update command reference
- Replace prose-compile with prose-lint, add preflight/inspect/status commands
- Remove compile, wire, migrate, eval as top-level commands

Check dependencies and environment variables for an OpenProse program	<file.md>

Run preflight checks on the OpenProse program at: $ARGUMENTS

This command is sugar for prose run std/ops/preflight -- target: <file.md>. It checks:

Dependencies — all use statements resolve to installed packages in .deps/; prose.lock is present and up to date
Environment — all environment: variables declared across the program's dependency graph are set in the host environment (shell env vars, platform secrets, .env files)
Services — all services referenced in the services: list can be resolved to .md files

Reports missing dependencies, unset environment variables, and unresolvable services. Does NOT execute the program.

If no file is specified, look for .md program files in the current directory and ask which one to check.
