irl-dan 677b1654b5 feat: update CLI commands, add environment to contract surface 
- SKILL.md: route lint, preflight, inspect, status as sugar for std programs
- prose.md: add environment: as sixth contract section with VM verification
- forme.md: propagate environment declarations through wiring to manifest
- help.md: update command reference
- Replace prose-compile with prose-lint, add preflight/inspect/status commands
- Remove compile, wire, migrate, eval as top-level commands

Index run scaffolded new READMEs for all subdirectories. Review run
added the missing profiler.prose entry to skills/open-prose/lib/README.md
(cost, token usage, and time profiling for completed runs).
