Moshe Abramovitch 7e17cbdcb1 components.d/rag-blueprint: flat layout + ref: develop + canonical path
Three changes:

1. Add ref: develop. RAG Blueprint team restructured skill content to
the canonical skills/ path on the develop branch; nothing exists at
the old skill-source/.agents/skills/ path on main anymore.
2. Flip source path from skill-source/.agents/skills/ to skills/<skill>/
per skill. Pre-flat-layout the catalog yml pointed at a single
legacy parent dir on main; the team has since published 3 separate
   skills (rag-blueprint, rag-eval, rag-perf) at canonical paths.
3. Restructure to flat layout (one-entry-per-skill, lowercase
catalog_dir per skill) per the convention adopted 2026-05-28.

Source state on develop (NVIDIA-AI-Blueprints/rag@develop):

| Skill | sig | card | BENCHMARK | eval data |
|---|:---:|:---:|:---:|:---:|
| rag-blueprint | ✓ | ✓ | ✓ | eval/h100.json + eval/nvidia_hosted.json (non-canonical) |
| rag-eval | ✓ | ✓ | ✓ | eval/ (non-canonical) |
| rag-perf | ✓ | ✓ | ✓ | eval/ (non-canonical) |

After this lands + next sync, RAG Blueprint goes from 0 to 3 skills
in the catalog and becomes the 12th product with verified content.
The non-canonical eval/ vs evals/evals.json path is similar to
cuopt-developer's benchmark/evals.json — sync may land them under
lenient enforcement; if not, a follow-up source PR can move
eval/ -> evals/evals.json to satisfy strict enforcement.
