Moshe Abramovitch 1c44bc18e3 ci(dco): exempt bot/regenerate-skill-metadata branch ...

The metadata regenerator bot commits an auto-generated metadata.json
without a Signed-off-by trailer, same as the automated/sync-skills
mirror bot. Add it to the DCO branch exemption so metadata-regen PRs
(e.g. #310) stop failing DCO on downstream plumbing.
