Cherry-picked from sync run 26972491086 (PR #240). Lands only the new Holoscan Sensor Bridge content + regenerated README. The 19 drifted skills (vss-* x 13, nemoclaw-user-reference, nemo-automodel-distributed-training, dali-dynamic-mode, nemo-retriever) remain held until source teams re-sign. Landing (4 CLEAN dirs): - hsb-setup (Linux + Windows platform-specific guidance bundled) - hsb-flash (FPGA flashing for Lattice + VB1940) - hsb-app (example application execution) - hsb-test (QA test-plan automation) All four carry the full 5-artifact set on source (nvidia-holoscan/holoscan-sensor-bridge) and verify cryptographically.
