Jason Dudash 23ac085a4c Add nvidia-skill-finder catalog-only router skill ...

Catalog-only discovery/router skill staged via direct PR (no components.d
upstream); registered in catalog-exceptions.yml so the hourly sync won't
prune it. Includes the NVSkills validation signature (skill.oms.sig) and
the current benchmarks.json / metadata.json rollups.

History linearized into a single commit to replace the branch's merge
commits, which blocked the repo's rebase-merge (only allowed method) with
"Base branch was modified". Tree is identical to the prior branch tip.
