BTIS 등 로그인 필요 표면을 provider에서 제거하고, 권익위·지방의회 공개 보드의 실제 목록/첨부 경로를 고쳤다. 표 밖 기관은 open_portal 기반 discover로 능동 탐색하도록 스킬 지침을 확장했다.
