Jeffrey (Dongkyu) Kim af6de30a33 chore(skills): remove local-election-candidate-search (#602) 
The local election cycle is over. Delete the skill source, helper package,
bundled CLI copy, snapshots, docs, and registry entries, and close the
related legal-review issue.
