Adds a Rich-based wizard that auto-triggers when ~/.cortex doesn't
exist, guiding users through initial configuration including target
directory, shell completions, aliases, and rule symlinking.
- New wizard.py module with WizardConfig dataclass and 7-step flow
- --skip-wizard/--no-init flags and CORTEX_SKIP_WIZARD env var
- Auto-skips in non-interactive environments (CI, pipes)
- 16 unit tests covering detection, config, and error handling
- Add documentation viewer command (cmd_docs.py)
