Next type-checks apps/web in-process during next build, and since the Home
entry refresh (#8208) that pass needs more than Node's 2 GB default old-space
on GitHub's macos-14 / macos-15-intel runners: 0.23.0-prerelease.4 dies
deterministically with "JavaScript heap out of memory" in "Running
TypeScript". Pass NODE_OPTIONS=--max-old-space-size=4096 to the packaged
closure stage from runWorkspaceBuild so every channel and local tools-pack
build gets it; caller NODE_OPTIONS are kept after ours so their own ceiling
still wins. The ceiling never changes build output, so it is not a cache-key
determinant.
