A standalone claimable-postgres skill taught curl to a provisioning API.
Agents should start from the neon skill, install the CLI, write neon.ts,
and follow auth.md. Delete the skill and document that path in
skills/neon/references/claimable-neon.md.

The skill documented the neon.new REST API, CLI, SDK, and Vite plugin. That
surface is replaced by a new service at https://claimable.neon.tech/v1 that
implements the auth.md agent identity protocol and provisions the Data API and
Neon Auth alongside Postgres.
Replaces the provisioning documentation with agent registration, the JWT bearer
token exchange, the capability decision model, the resource routes, and the
structured error envelope. Skill name and directory are unchanged.

* Recommend Object Storage for user files, not app build output
The "When to Use" closer sent agents to a dedicated object store whenever
branch-consistent rows and files weren't the deciding factor, which reads
as a reason not to use Neon at all. The two real boundaries are static web
hosting and the absence of a CDN in front of public buckets, so name those
and recommend the rest.
* Name the storage endpoint by its env var in the CDN guidance
The hostname was written out with a c-<N> cell placeholder a reader
cannot resolve, and the claim that Neon runs no CDN in front of it is
a negative the docs neither state nor bound. AWS_ENDPOINT_URL_S3 is
already injected and documented in the skill, so point the CDN origin
at that instead.
* Version the object key instead of overwriting it behind a CDN
A long Cache-Control on a stable key serves the previous avatar until
the TTL expires, and the CDN guidance led with avatars. Write each
version to a new key and repoint the row. Also key the static-hosting
boundary on provenance rather than file extension, so a marketing image
shipped in public/ lands on the app host with the rest of the build.
