Trevin Chow eb5c457f08 fix(cli): serialize sync worker pool under PRINTING_PRESS_VERIFY=1

Under verify mode, mock responses return instantly so the worker pool
races on SQLite faster than _busy_timeout can absorb, tripping
SQLITE_BUSY across every resource. shipcheck's validate-narrative leg
runs each `sync` example under PRINTING_PRESS_VERIFY=1 --dry-run, so
every CLI with >5 resources whose quickstart or recipe mentions sync
fails the run.

Clamp concurrency=1 via cliutil.IsVerifyEnv() after the existing
--concurrency normalization. Real-world sync continues to use the
concurrent pool. Applied to both sync.go.tmpl (REST/OpenAPI) and
graphql_sync.go.tmpl (GraphQL SDL specs) since the generator swaps
templates on isGraphQLSpec().

Canary tests pin the emission for both templates; goldens refreshed.
