Slice 1 of 5-section formatReport refactor. Pure ms→string formatter producing '28 Apr 2026 at 12:16 (Europe/Istanbul)' for the upcoming 'Where you are now' section. 24h clock, IANA tz appended verbatim, empty string for invalid ms so callers can drop the line cleanly.
