January snapshot.

examples):

- Platforms: ros2-robotics, blender-python-addon, embedded-stm32,

Updated from enhanced upstream rules: swiftui-development (Swift 6
concurrency, @Observable), svelte (Svelte 5 runes), tanstack-query
(v5 API changes), ruby-rails (Rails 8 defaults), nuxtjs-vue-typescript,
netlify-development, solidity, zustand-state-management.

README: new Data Engineering and Specialized Platforms sections,
updated counts and skill list, upstream attribution in Credits.
Vendor/promotional upstream rules intentionally excluded.
