Cursor Agent 2f36d7de9d fix: allow conditional padding with static branches in rn-scrollview-dynamic-padding ...

Extends isStaticStyleValue to recognize ConditionalExpressions where both
the consequent and alternate are static values. This reduces false positives
for cases like 'hasHeader ? 0 : 16' where the condition may change but both
values are fixed literals or constants.

The rule's concern is unpredictable runtime values like keyboardHeight that
cause jarring visual jumps. A toggle between two static values is
fundamentally different and more predictable.

Fixes #1785
